While every state has a stalking law that defines harassment, not every state defines harassment in such a way that would include cyber-harassment/stalking. It turns out that some states required direct contact between victim and harasser in order for it to be harassment.
People in the west tend to think of yielding as weakness. We are supposed to stand up to bullies and confront them. But sometimes you win by not fighting and this is true with bullies. If you fight them, they win. But if you yield strategically you reset the interaction so that you are in control of it.

I get it – most people have no idea how to get bullying to stop, so they get desperate. But how about instead of teaching your kid to use incredibly aggressive and totally not appropriate violent methods to stop a 6 year old from bullying, why not teach them how to disarm bullies using their words instead?
