Bullying is normally defined the same way harassment is. It is a pattern of behavior that upsets someone that service no legitimate purpose.
Does bullying have to be repeated to be classified as an act of bullying?
It depends on the context and whether one is trying to invoke a law against it or not and whether that law has repetition as part of the definition
